West Wall Restoration Project

The Keith-Albee Performing Arts Center is requesting funding to restore its West Wall on the parking lot side of the theatre located at 925 4th Avenue, Huntington, WV. As part of the theatre’s comprehensive renovation initiative, Neighborgall Construction has estimated this component at $916,500.00. The timeframe for completion is approximately three months.

The exterior brick wall has experienced significant deterioration, leading to bricks dislodging and falling onto the adjacent parking lot. Repairing the wall will address an urgent community development need by mitigating blight. Primary objectives are to enhance safety, prevent moisture penetration, ensure structural stability, improve curb appeal, and preserve the property’s long-term value.

The scope includes:

  • Removing loose bricks and existing stucco spalling from the existing wall surface.
  • Confirming wall cap flashing is sealed/watertight.
  • Repointing any brick joints that are missing, preventing any above-ground water infiltration.
  • Applying waterproof coating over existing brick and remaining stucco.
  • Waterproofing below grade.

KAPAC is currently working with the WV State Historic Preservation Office under the historic tax credit program. They and the National Park Service have approved the work to date. Coordination will continue with the SHPO to ensure the proposed wall treatment complies with the Secretary of the Interior’s Standards for Historic Preservation Projects. Additionally, an Environmental Review (24 CFR Part 50 or Part 58) — completed in March 2023 by a federally approved responsible entity — can be easily updated. KAPAC will be able to comply with all federal requirements.
